Mr. Winn is a project manager with CDM Smith, focused primarily on traffic and revenue (T&R) forecasting for toll projects. He has been involved in the development of T&R estimates to be used as a basis for financing toll projects, both by private entities and public agencies. He currently serves as a project manager for various ongoing toll studies, offering clients experience with modern methods of toll collection, as well as T&R estimation for financing public and private-funded toll projects. Kate Kelly is the Campus Recruiter for Environmental and Transportation Divisions at CDM Smith.
