TexITE announces its call for papers for the 2012 TexITE Technical Paper Award. This award is presented annually to recognize the outstanding technical paper prepared by a non-student member or affiliate of TexITE. Papers are due by April 30. Bullet2011 Traffic Signal Operations Self Assessment Extended to Dec. 16:

UPDATED The National Transportation Operations Coalition (NTOC) is pleased to announce that the updated 2011 Traffic Signal Operations Self Assessment and other related materials are now available for free download. NTOC requests that you complete your Traffic Signal Operations Self Assessment by December 16, 2011 to be included in the 3rd National Traffic Signal Report Card.

BulletTexITE Awards Announced at Fall Meeting:

Congratulations to Christopher Poe, Texas Transportation Institute and Jennifer Butcher, Savant Group Inc. Chris was named the 2011 Transportation Engineer of the Year for outstanding practice, teaching, or research of the science and art of transportation engineering in the State of Texas. Jennifer received the 2011 Younger Member of the Year award for leadership, commitment to excellence and activism within TexITE and other professional groups.

BulletAdditional Proposed Changes to the 2009 MUTCD:

On August 31, 2011, another Notice of Proposed Amendments was published in the Federal Register, proposing to revise Table I-2 in the Introduction of the 2009 MUTCD to eliminate, extend, or otherwise revise most of the target compliance dates for upgrading existing traffic control devices in the field that do not meet the current MUTCD standards. The deadline for comments to the docket is October 31, 2011. The Federal Register notice, which provides detailed discussion of the FHWA's proposal, can be viewed here. To view the proposed revisions to the text of Table I-2 for this revision of the 2009 MUTCD and other related information, go here. Comments on the NPA can be submitted electronically.

BulletTexas District Represented at ITE Annual Awards Dinner:


On Monday, August 15, members of ITE at the Annual Meeting gathered to recognize the 2011 award winners. There was a strong showing of TexITE members at the event. Dr. C. Michael Walton, University of Texas at Austin, was the recipient of the prestigious Theodore M. Matson Memorial Award in recognition of his outstanding contributions in the field of traffic engineering. Dhruva Lahon, Kimley-Horn and Associates, received the Past Presidents’ Award for Merit in Transportation. The Texas Transportation Institute received the Transportation Achievement Award for Safety for the Teens in the Driver Seat? program. Russell Henk, TDS Director, accepted the award. Kay Fitzpatrick, Texas Transportation Institute, received the Coordinating Council Best Project Award for her project: Pavement Marking Patterns Used at Uncontrolled Intersections. The Dallas Area Rapid Transit received the Public Agency Council Achievement Award of Excellence. And finally, Gary Thomas, Texas Transportation Institute, was recognized for representing the Texas District on the ITE Board of Direction for the past three years.

Hotel information with links to the reservation system are active, so if you are planning to attend, please make your reservation. Details on the technical program have also been posted. And don't forget: The meeting is one-day earlier than is typical for our district meetings (Wednesday - Friday).

BulletProposed Changes to 2009 MUTCD:

On August 2, 2011 a Notice of Proposed Amendments (NPA) was published in the Federal Register, proposing to revise Section 1A.09 and 1A.13 of the 2009 MUTCD to clarify the definition of Standard statements in the MUTCD and clarify the use of engineering judgment and studies in the application of traffic control devices. His three-year term will begin on January 1, 2012. Their terms will also begin on January 1, 2012.

The ITE Annual Meeting is less than two months away. If you haven't registered yet, please note that the early registration discount ends on July 15. BulletPedestrian Hybrid Beacons Legislation Passed and Signed:

On June 17, Texas HB 885 was signed by Gov. Perry. The law, which allows the use of Pedestrian Hybrid Beacons (sometimes called "HAWKS"), goes into effect September 1. The provisions for the PHB have been included in the draft TxMUTCD which will be presented to the Texas Transportation Commission on June 30 for their approval to post for public comment. Assuming approval by the commission, TxDOT will issue information on how to find the document on line and provide comment. The Texas District board thanks Gary Schatz, City of Austin, for spearheading efforts to make this happen.

Their report has been sent to ITE for the international competition. Good luck Aggies! Also, congratulations to Kai Yin, Texas A&M University, for winning the TexITE outstanding student paper award. His paper, Control Delay for Signalized Intersections with Left-Turn Bay Blockage, has been forwarded to ITE for the Daniel Fambro Outstanding Student Paper competition. Good luck Kai!
